摘要 摘要 近年来，随着科学技术的发展和知识经济的加速兴起，技术创新对经济社 会和发展的促进和连带作用越来越明显。一个地区的综合竞争力和当地的科学 水平以及技术创新有很大的关系，因此，建立一瓷完善的评估体系来评价和衡 量一个区域的科技发展水平和技术进步程度就很有必要。技术创新效率可以体 现一个地区的资源配置和科技管理能力。在当前资源环境约束的大背景下，研 究如何提高一个地区技术创新效率，如何增强资源配置能力就有着非常熏耍的 现实意义。与此同时，定性分析技术创新的影响因素、定量分析技术创新效 事，运用智能方法对技术创新问题进行智能诊断，是我们把握经济社会发展态 势的关键。 本文通过回顾国内外技术创新及技术创新效率的研究现状，着重对江西省 技术创新现状和问题进行了深入分析，归纳出江西省目前处于技术创新阶段的 模仿创新阶段这一观点:利用灰色绝对关联度分析方法研究了技术创新与江西 省经济发展的关系;建立了基于投入和产出指标的江西省技术创新评价的指标 体系，利用数据包络分析 (DEA) 的经典模型 c2民和 BC2 测算了 2001-2009 年 江西省技术创新的技术效率、纯技术效率和规模效率值，并对非技术有效决策 单元给出了改进措施和方向:利用超效率 (SE-DEA) 模型对技术布效决策单元 进行了排序:根据技术娘率评价结果，建立基于 MATLAB 工具箱的概率神经网 络 (PNN) ，该网络实现了对技术效率评价结果的分类，从而进一步完成对技 术创新效率问题的智能诊断。最后文章针对江西省技术创新效率评价情况，文 章给出政策建议和对策，归纳了相关研究结论，并对后绩的研究方向进行了展 望。 关键词z 技术创新:效率评价; DEA; 智能诊断 F 11 igtW附limmillii I04 773 Abstract ABSTRACT Recently，with the development of science technology and the rise of knowledge-based economy，it become more and more obvious that technological innovation had a great influence on social economics and development as a 白mction of joint and promotion.
