II II ABSTRACT Science and technology is the first productivity, it is same to the agriculture, It is closely linked between agricultural activities of science and technology and agricultural scientific research activity. The use of achievement of agricultural scientific research is the principal impetus to agricultural growth. Jiangsu is agricultural big province, it is located in the Yangtze River Delta region, its economic developed well, coupled with our Twelfth Five-Year Plan of the food safety problem is concerned, therefore, Jiangsu provinces agricultural scientific research investment results should be more attention. The research on how to improve the agricultural scientific research investment return, then will research results as express used in production practice, will improve the use of resources, ensuring food safety and production, to better achieve the state of Twelfth Five-Year Plan objectives. According to economics all resources are scarce hypothesis, the agricultural scientific research resources are very scarce, in Jiangsu province , the investment of thegovernment ,whether it is worth to invest? How to invest? Should or not increase capital investment? These are the urgent problem to be solved, but also it is the point to this paper. This paper joint the theory of technical growth and progress of western economics theory, investment multiplier theory and production efficiency theory and economics theory, and try to analyze the Jiangsu provincial agricultural scientific research investment current situation. On this basis, based on the time series data of stationarity test, cointegration test, Granger causality tests verified between the agricultural research investment and the efficiency of agricultural investment the relation between reciprocal causation, and lay the foundation for follow-up study; and then use the previous research on the distributed lag model obtained in Jiangsu Province agricultural scientific research investment and stoc
