i i 摘要 摘 要 近年来，随世界经济一体化和区域经济的发展，各个国家和地区都呈现出多元化 的发展，产业集聚作为一种特殊的区域创新形式，在经济发展中扮演着越来越重要的 角色，而高端产业集聚也逐步成为各界研究的新课题。胶东半岛地区作为山东省的经 济发展领先地区，产业基础良好，初步具备了发展高端产业集群的基本条件，而 2009 年山东省提出建设胶东半岛高端产业聚集区的政策也为半岛高端产业的发展提供了 良好的机遇。 本文首先对产业集聚以及高端产业集聚理论进行国内外综述，在高技术产业集聚 以及相关概念的基础上界定高端产业集聚内涵，并进行相关概念辨析。本文在产业集 聚增长机制基础上探讨高端产业集聚增长机制，从其核心要素出发，阐明高端产业集 聚增长机制形成的路径，并阐述了高端产业集聚对区域经济发展的作用。 文章最后以青岛、烟台、威海三市为主要研究对象，实证分析了胶东半岛高端产 业发展的现状，提出了半岛发展高端产业的有利条件和制约因素，并针对胶东半岛发 展的现状，结合国内外理论研究，对青岛、烟台、威海三市如何协调发展分别进行了 定位和分析，提出了发展胶东半岛高端产业聚集区的措施和建议。 关键词：胶东半岛；高端产业；产业集聚增长机制；高端产业发展战略 ii ii Abstract In recent years, with the development of the world economic integration and regional economy, each country and region has emerged as a diversified development, industrial clustering, as a special form of regional innovation, playing an increasingly important role in economic development, The high-end industrial agglomeration has also gradually become a new topic in research circles.
