Chinas 2010 to 2020 national medium and long-term educational reform and development plan proposed to promote fair and improve the quality of education reform and development is the two major tasks. To promote fair as a national basic education policy, education fairness is the most basic, the most important social equity and other related content, the education fair to the core position of importance. In recent years, countries continue to improve teaching facilities in rural primary and secondary schools, improve the teaching quality of rural schools, exempted rural students tuition, enlarges to the remote and poor areas of subsidies, great progress has been made in the rural school dormitory construction and financing,equity in education has made great achievements, but in urban and rural areas education must exist between the gap. The differences between urban and rural compulsory education is mainly manifested in: hardware configuration and teacher allocation. Especially in the teaching gap: the uneven distribution of rural teachers,substitute teachers have not been solved yet; rural teacher qualifications,professional level is low, the teaching of rural primary and secondary school teachers is not consistent; aging phenomenon; rural primary and secondary school teachers erosion.
