中文摘要中国教育界普遍认为，理性决策模式需要“全知全能”的“理性人”，因而， 中文摘要 中国教育界普遍认为，理性决策模式需要“全知全能”的“理性人”，因而， 理性决策模式的主张无异于乌托邦。但其实，很多人对“理性”与“理性决策模 式”这两个概念含糊不清。 理性决策模式就是寻求最佳地解决教育问题的政策制定模式，它的特征在于 其核心和独有的三部曲。其核心是寻求问题解决的最佳方案，三部曲是：寻找问 题解决的全部可能方案、尽量全面地预测和评估每个方案以及根据实现目的的程 度比较各个方案。核心和三部曲之间具有内在的逻辑联系，理性决策模式的全部 潜力和所有秘密都存在于其中。从中，我们发现理性决策模式可以分为三种类型： 完全理性决策模式、实用理性决策模式和泛理性决策模式。我们还可以发现．理 性决策模式具有不可忽视的正功能，譬如关注政策结果、避免非理性试错、生产 以问题为中心的系统知识、最大限度地支持和促进政策创新、最有可能防止个人 判断和经验判断占上风。这使我们看到，理性决策模式具有相应的理论意义和实 践意义。通过研究其它决策模式，我们更加能够理解理性决策模式在教育政策中 的实用意义。 最后，本研究提出了教育政策的实用理性决策模式，并以改革高考招生制度 的决策分析为例，说明该模式的一般使用方法。 关键词：理性决策模式教育政策公共决策应试教育高考 AbstractEducational Abstract Educational researchers in China generally think that rational model need rational persons who caIl know anything and do anything．So the concepm existing in rational model are not different from Utopia．But in fact,many people have never clarified the two notions：rationality and rational model． Rational model is the policymaking model which seeks for the optimal project of solving educational issues．Its characteristic lies in its nucleus and trilogy．Its nucleus is to seek for the optimal projeet of problem solving．Its trilogy is to look for every project ofproblem solving，to try to predict and evaluate every projeel all sidedly and to compare the projects with each other according tO the degree of serving given purtx)ses．There aye intrinsic logical relationships between the nucleus and trilogy．All the potential and secret in rational model exist in its nucleus and trilogy．From amoag， we can find there are fluee kinds ofrational models：Absolute rational model，Applied rational model and Extensive rational model．Furthermore，we can discover that rational model have some nonnegiigible positive functions，such as caring for policy outcomes，producing the systematic knowledge centering in problems、avoiding irrational trial and error method，promoting policy innovation 10 the hilt,being most likely to prevent individual judgment and experiential judgment from getting the run upon．So ra
