摘要摘 摘要 摘 要 促进社会和谐发展，建设一个“民主法治、公平正义、诚信友爱、安定有 序的社会是人们的共同愿望。社会主义和谐社会的构建，不仅可以满足社会 成员的共同愿望，也关系到全体国民的切身利益和经济社会发展的长治久安， 它是党的立党之本和执政之基。社区是社会结构的一个重要实体部分，和谐社 会的构建离不开和谐社区的形成，和谐社区的建设也会促进和谐社会目标的实 现。因此，和谐社区建设的研究既能丰富社区建设理论，也能指导中小城市和 谐社区建设的实践，具有重要的现实意义和理论价值。 本论文选择焦作市解放区为研究的重点，通过对解放区和谐社区建设的实 地调查，对解放区和谐社区建设存在的问题进行分析，重点围绕社区体制管理 不顺、社区服务目标错位、社区组织体系不健全、社区文化定位不清等四个方 面的问题进行了较为详细的阐述。并通过对国内外社区建设的经验与启示的分 析，先后列出了美国、新加坡、澳大利亚等国外先进地区的社区建设经验，且 对比国内典型城市如青岛、沈阳等社区建设的实践后得出建设和谐社区的三点 启示。最后在国内外研究的基础上，结合解放区和谐社区建设的实践、存在的 问题，对焦作市解放区构建和谐社区提出对策思考。 关键词：社区，社区建设，和谐社区建设 Promoting Promoting the harmonious development of society and building a democratic rule of law， justice，sincerity,amity,vitality，stability and order,man and nature live in harmony is the common aspiration of the people．Building socialist harmonious society not only to meet the common aspiration of members of society，but also to the fundamental interests of the overwhelming maj耐ty of the people，and it’S the social infrastructure of communist Party of China．Community is all important part of the social structure．Harmonious society is inseparable from the formation of harmonious communities．Only community harmony,the society Can be harmonious．Therefore，Construction of community harmony not only improves the theory of community building requirements，but also the requirements of communities ofpractice．It has important practical and theoretical significance． The thesis focuses on the Jiaozuo Jiefang district．Through the field research on construction of harmonious community in Jiefang district，depth analysis of the problems existed in harmonious community in Jiefang district．The author detailed analysis the problem of community system management，community service,community organization system, community culture．Through the experience and apocalypse of community building at home and abroad，lists the United States，Singapore，Australia and other advanced areas of community development experience And learn from 0111experience in community development i
