Abstract After the opening reform of China, there has been substantial change in the politics, economics and society. The traditional planning system is replaced by the market, which is becoming the major access to allocate resources. The “omnipotence” government is transforming into the “limited” government. However, the social institute has not developed as we expected. As a result, the development of social institute is not in compliance with the politic and economic in China. Therefore, to expedite the reform of social institute is a necessity for constituting the harmony society and also the basement to meet the increasing requirements from the civilian regarding the social service. This paper focuses on the reform of the social institute and tries to solve the defects of the human resources system in the traditional social institute. Taking consideration of the specialty of the human resources system in the social institute, this paper will introduce a new human resource system, which is more creative, practicable, easy running and complete. The first chapter introduces the backgrounds and study meaning of this paper ’s subject from three aspects. With a review of the similar studies, this chapter summarizes the study method and paths adopted and explains the relevant phases in the paper. This chapter is a summary of the whole paper and gives us a introduction of the key creative points in the paper. The second chapter explains the necessity of the reform of the social institute and the three directions that the reform goes.
