Key words: cooperation; expected benefits; costs; penalties V II 一、引 论 一、引 论 （一）研究问题的提出与意义 十七大和十六届三中全会提出走科学发展观的道路，建设和谐社会，构建 “生产发展、生活富裕、乡风文明、村容整洁、管理科学”的新农村。其 “实 质意味着什么？实际上是一个国家、社会与村落共同体互动结构调整的过程， 就是以 ‘以城带乡，以工补农’的方式，把外部资源源源不断的向新农村注入， 然而资源注入到农村后，农村如何接收、消化和吸收这部分资源，来扩大内生 ① 的发展才是问题的关键”。 所以有必要在村落共同体、市场和国家互动建构的 框架下研究如何建设好新农村。当前，不乏许多学者在探讨这一课题时不约而 同的认为农村通过走合作的道路才是破解 “三农问题”的有效方法，如现代的 李远行教授在探讨农民能力与农村社会资本方面，也认为构建农村合作组织才 是有效的手段；姚洋则推崇从市场入手探讨农民合作，等等。然而仅仅认识到 农民合作的重要性还是不行的，所以笔者认为研究农民合作还有待于进一步的 深入，有必要探讨农民合作组织中的合作条件及各个条件的功能。 然而，现实情况是农民合作似乎很难实施。在市场经济环境下，使分散的 一家一户的农民充分合作，建立多样性的村落内或超越村落的组织，成为建设 新农村的生力军，是推动新农村建设战略的重要一环，所以在建设新农村的过 程
