(abbreviated to “Jiancheng Group”) is one of the important enterprises that is protected by the government, belonging to the Head Company of China Weapon Industry. These two years, for the demand of establishing modern management system, enhancing competition ability, and the marketing, Jiancheng Group carried on series of organization structure adjustments, and the organization structure has almost been compressed. The author chose “Study on Jiancheng Group’s human resources management for enhancing the company’s competition ability” as the thesis, and studied the human resources development and management of the group. At first, the article defined the background and meanings of the research, followed by analyzing the related theories of human resources and the competition ability of enterprise, expounding the relationship between human resources management and time, cost, and quantity, which belong to the factor of the competition ability of enterprise: the relationship between human resources management and enterprise time management, human resources management and enterprise cost control, human resources management and enterprise quantity guarantee, demonstrated the relationship between Jiancheng Group’s human resourses management and enterprise competition ability. Based on this foundation, the article brought forward and discussed the effection of the Jiancheng Group’s human resourses management to the enterprise competition ability—the applying principle and process of the black box model and the tache control model, drawing up the countermeasure of human resources reform of the group which based on enhancing the company’s competition ability, including that the countermeasure of attracting human resources, the countermeasure of developing the enterpries’s manager, the countermeasure of enterprise training system reform, reforming the Jiancheng Group’s emp
