江苏大学硕士学位论文摘 江苏大学硕士学位论文 摘 要 加入“世贸”，我国海关面临着各方面的压力。传统的要将一切问题在通关 过程中解决、一切都要管住的监管观念已经不能适应不断发展的对外贸易。建 设和加强风险管理体系，是海关在我国加入“世贸”后新的国际环境下所必须 采取的措施。 本文在借鉴分析且前关于建立海关风险管理体系的相关性研究成果的基础 上，首先分析了目前我国海关所面临的压力，说明了建立海关风险管理体系的 必要性；接着阐述了我国建立海关风险管理体系的具体内容，初步建立了海关 监管企业风险指标体系；对海关监管企业风险综合评估提出了分层评估目标， 并且针对第二层次综合评估中的企业素质风险、企业财务风险分别利用专家打 分、多元统计等分析方法进行了实证分析，对企业信用风险等其它方面的风险 评估作了方法介绍：尝试性将聚类分析和模糊识别方法结合使用，利用聚类分 析方法建立了财务风险标准模型库，并且利用模糊识别对新的待评价企业进行 分析，得到了比较切合实际的分析结果。最后在风险评估应用系统构建部分， 利用MATLAB提供给VB的接口函数库MatrixVB，将通常使用的专业统计软 件SPSS的部分分析过程利用VB编程来实现，提供给程序使用者友好的用户界 面。 关键字：风险管理、指标体系、风险评估、多元统计 江苏大学硕士学位论文ABSTRACT 江苏大学硕士学位论文 ABSTRACT Chinese customs are under high pressure from all respects after China has been enrolled in WTO．The traditional idea of solving all the problems and handling all the affairs is out of time and unsuitable to the development of foreign trade．It is necessary for customs to construct and reinforce the system of risk management under current intemationai circumstances． Referring to concerning papers on construction of the system of customs risk management，the author firmly analyzes the pressure that customs are confronting and Bo。COBBtS for the necessity to construct the system of customs risk management． Secondly,the dissertation expatiates on the construction of the system of customs risk management and risk index system is set up．Thirdly,the idea of two—layered risk evaluation aim is brought forward．Expert scoring method and multivariate statistical methods are used to analyze the enterprises’diathesis risk and financial risk．And fuzzy comprehensive evaluation method is introduced to analyze the enterprises’credit risk．Classification method and fuzzy·identification method ale synthetically used to construct standard model base and identify the risk value of a new enterprise．And a reasonable conclusion is drawn．Finally,in the part of system construction，parts of the calculation process of SPSS is realized in VB programs by means of MatrixVB supplied by MATLAB．and a more friendly inte
