摘 摘 要 邮递监管与我国外交、外贸、侨务、统战、民族、宗教等各项方针 政策密切相关，是海关工作落实国家政策的重要体现。同时又直接面对 各类进出境人员，时效性高、即决性强，执法难度大，稍有不慎，不但 会引发执法争议、行政复议或诉讼，更会影响到海关和国家的对外形象。 海关处在全球化、信息化和对外交往的前沿，根据形势的变化及时改变、 更新自身的管理方法、手段和理念显得尤为迫切和必要。新公共服务理 论建立在公民权利与责任民主化、社会民主化的基础上，强调公民服务 的尊严和价值，对当前中国服务型政府改革有深刻的启示作用。新时期 海关提出了构建现代化海关的宏伟目标，打造服务型海关是一个必经路 径。在此过程中，有选择、批判性地参考、借鉴发达国家的管理理论与 实践，尤其是新公共服务理论有着重要的意义。结合海关监管的实际， 本文提出应坚持把关与服务并存、以服务为主的原则，形成邮递监管多 元治理的模式，分别借鉴理性官僚制、新公共管理、新公共服务三个理 论的精华加以改进。 关键词 海关 邮递监管 新公共服务 中图分类号：C93 AbstractPostal Abstract Postal supervision and contr01 of eustoms has close connecti012 with p01icies such as foreign policy，foreign trade，overseas Chinese affairs，united front，people，religion，it embodies the carrying out of state policy．At the same time，it faces al l kinds of people at the entry or exit which requires high actual effect， careful eliforcement： otherwi se it will l ead to a di spute， administrati ve review，or 1awsuit and have a bad effect on the image of our customs．The customs i s in the front l ine of global ization， informationzationg and foreign intercourse。It seems partieLllarlY urgent and necessity to change management method，means and principle，according to the vatiety of situantion． The theory of new publi e serrice， which is based on the democratization of the rights and duties of ci tizenshiP and the democratization of SOCi ety，stressing on the dignitY and value of publi c gervice。deserves academic discussion aDd has enl ightenment for the reform of Chinese government．Customs sets up the grand target of modern customs in new peri od and the servi ce-based CUStoms i the necessity path．During the period，it’s very important of studying management and practice of developed countrise seIectivelY and criticallY，especiallY the theory of new public service．As the status of postal supervi sion and control， we set up the supervision arrangement of strict screening and service，and 1ay more importance in service，try to make it better by absorbing the essence of rat ional b
