/ 统计调查/Statistics and Investigation 新蔡县农村残疾人贫困状况调查分析* ■杨立雄 王海萍 【摘要】通过对属于连片特困地区的河南新蔡县残疾人贫困状况调查发现：目前新蔡县普遍存 在着老残一体和一户多残的现象，多数是因病致残，重度残疾人和失能残疾人比例较大，残疾人的 劳动能力和质量普遍不高；残疾人家庭的收入来源单一，经济困难突出，需要政府进行直接的救济； 在社会保障和扶贫方面，残疾人的社会保障水平普遍偏低，扶贫项目的参与度也不高。造成残疾人 贫困最主要的原因是资本不足，缺乏必要的生产要素。解决的方法是政府和有关方面为他们提供充 足的资本，提高生产要素的总量和质量，而非单独的救济。 【关键词】连片特困地区；残疾人；扶贫；保障水平；生产要素 Analysis on a Survey of Poverty Conditions of the Rural Disabled in Xincai County YANG Li-xiong, WANG Hai-ping 【 】This paper conducted a survey on poverty condition of rural disabled in Xincai County of Abstract Henan Province, where is part of the concentrated poverty-stricken areas. The survey showed that currently it is common to see the elderly disabled and families with several disabled members, whose disabilities are mostly caused by illness. Severe disabled and disabled people who cannot take care of themselves account for relatively high portion; labor capacity and quality are commonly not high. Their family have limited income channel; as a result, they need direct subsidy and help from the government. In terms of social security and poverty reduction, the social security coverage level and their participation in poverty reduction projects are relatively low. These are mainly caused by lack of capital and basic factors of production.
