Abstract:The conce t of “civil society” was deducted from the develo ment of Euro ean history.There is no normal
model.It varied f rom state to state.This article will take Prussian Reform s as an investigative case, trying to discuss
the ecualities of cultivation of the civil society in Germany.The Prussian state took a very im ortant role in the forma-
tion of the civil society.It im osed regulations to make the citizens involved in the local olitical activities with the aids
of law s and the ublic o inions.The negative effect of this interaction betw een the state and the society is the delaying
of the establishment of arliamentary democracy in Germany.
