And the sewage is discharged directly into Songhuajiang River through naked channel and discharge hole along the river. Thus the river has been seriously polluted and the solution is to promptly establish the effluent treatment plant(“ETP”). Large fund is needed to establish and operate the ETP. But the ETP has no profit though it could protect the environment. So there is a conflict between environment and economic profit. Traditional model is that the government invest, establish and operate the ETP. But the traditional model is challenged because it has exceed the government capability. The dissertation goal is as follow: to help Luzhou Environment Company and MLC Investment Inc. (U.S.) to make decision if to invest the Qunli ETP by BOT model, and to find a solution for Harbin city how to settle the above conflict. The dissertation designs the fundraising plan of Qunli ETP by BOT model on the basis of whole research and analysis to the fact of effluent treatment. Firstly, to expatiate the concept and character of BOT model, to briefly introduce domestic and foreign condition and trend of BOT model, and to provide the goal and meaning of Harbin effluent treatment by BOT model. Secondly, to analyze the condition and problem of Harbin effluent treatment and mainly the district of Qunli ETP, furtherly to analyse economic feasibility of Qunli ETP. Thirdly, to provide the whole fundraising plan of Qunli ETP and to discuss the the feasibility from investors, ETP establishment, fundraising plan design. Finally, to research and analyze the execution of the fundraising plan and to provide feasible steps by risk analysis.
