I I 摘 要 做为竞技体育金字塔的基础——业余体校，随着国家对其投入的增加和投 资主体多元化，业余体校的绩效已日益被政府职能管理部门及社会投资主体所 关注。西方国家对竞技体育评估非常重视，已形成了比较完善的绩效评估指标 体系；但目前我国对于竞技体育——尤其是对业余体校的绩效评估，还没有比 较系统、科学的绩效评估指标体系。 本论文从追溯绩效的起源开始，以广州市各区（县级市）为研究对象，在 探究业余体校绩效评估理论依据的基础上，分析广州市业余体校绩效评估指标 体系，并为广州市业余体校评估提供方法和策略。根据业余体校办学特色，并 结合业余体校效益呈现出来的多样性，构建适合业余体校绩效评估的指标体系， 旨在研究用量化指标反映业余体校的绩效，从实用性和创新性方面为业余体校 绩效评估提供依据。本文明确了评估指标构建的原则，包括相关性原则、重要 性与可操作性相结合的原则、整体优化原则和动态与静态相结合原则。通过加 权法、德尔菲法、层次分析法等方法对广州市业余体校评估指标体系及其权重 进行了研究。结果表明，广州市业余体校绩效评指标体系包括一级指标三个， 即基础建设、人才质量、人才效益；二级指标八个，即训练常规管理、教练员、 训练保障、项目设置、运动员管理、获奖加分、人才输送、输送人才成绩；三 级指标四十个。理论分析表明，本文建立的评估指标体系是有效的。 关键词：广州市业余体校；绩效；评估；指标体系；权重 II II Abstract As the basis of competitive sports Pyramid - with the state increase its input and the diversity of investors to the Amateur Sports School， whose performance had stirred up concerns by the government departments and main investors. Western countries attached great importance to assess Sports and formed a relatively complete system of performance evaluation indicators ， but in China- especially for the Amateur Sports School Performance Assessment without systematic and scientific assessment of the performance indicator system. In this paper， from the origin of retrospective performance， took Guangzhou urban areas (county-level cities) as the object for the study， inquired Amateur Sports School Performance Assessment based on the theoretical basis for the analysis in Guangzhou City Amateur Sports School Performance Evaluation System ， in accordance with the characteristics of Amateur Sports School and the diversity of Performance followed by the Evaluation Index System， Using quantitative indicators to reflect the performance of the Amateur Sports School from the practical and innovative aspects of the Amateur Sports School performance evaluation .
