摘 摘 要 县级政府管理模式创新是进一步巩固和深化中央政府改革的 迫切需要，是县域经济社会发展对上层建筑变革提出的现实要 求，也是落实中央提出的建立符合现代化管理要求、满足市场经 济发展需要、适应网络化信息化的新形式、有中国特色的现代政 府管理模式的重要步骤。在加入WTO的背景下，深入探讨和研 究县级政府管理模式创新不仅至关重要，而且尤为迫切。 县级政府管理模式创新的目标是实现县级政府行政行为的高 效化、公开化，公共服务的集约化、信息化，组织调整的精干化、 绩效化，其根本就是实现管理模式“由全能到效能，由管制到服 务”的转变。这就需要在管理理念、管理体制、管理机制、管理 方式等方面进行创新。其中理念创新是先导，体制创新是关键， 机制创新是根本，方式创新是保证。实现创新目标，完成创新内 容，必须注重方式和方法。县级政府管理模式创新不宜断裂式地 推进，而应在渐进式创新I二谋成功。 关键词：WTO； 县级政府； 管理模式； 创新 AbstractThe Abstract The innovation of the county government adminstrative modeliS not only the emergent need for further solidif37ing and deepening the central government reform，but also the practical requirement posed by the cotmty economic social development for the superstI’ucture reform；as well as the important procedures of constructing Chinese characteristic contemporary goverment administrative model put forward by the central government that correspond to the modernizing administrative requirement，meet the demand of the market economic development，adapt to the new form of networking and informatizing， The practical and effective imlovation of the county goverment achninistrative model is not only important，but also emergent． The object of the innovation of the county govermnent administrative mode“S to realize the effectiveness柚d opening of the county government aninistration，the intensificationizing and informatizing of the public service，the condensationizing and achievememizing of the organization adjustment，which in essence is to realize the transformation of the administrative model from omnipotentness to efficiency、from control to service．Doing this should innovate such aspects as the administrative ideology、 administrative system、administrative organism、administrative style． Realizing the innovational object and accomplishing the innovational content must focus on the styles and methods．The innovation of the county government admiuistratine model is not proper to be advanced at a step，but achieved gradually． Key words：WTO；connty goverme
