浙江大学硕士学位论文摘 浙江大学硕士学位论文 摘 要 f 一 帔展小城镇是我国城市化过程的必由之路，是具有中国特色的城市化道路的 、 战略性选择。 衡量一个现代化城镇的水准，既要考察其经济总体实力、社会文明，同时要 考察其生态生活环境。因此，需要有一个能反映环境、经济、社会发展协调程度 的指标体系和评价方法来指导发展，为持续发展提供科学依据。1 本研究主要从嘉兴市中心城镇的环境、经济发展的实际出发，应用德尔斐法 (Delphi)、层次分析法(AHP)、隶属度函数等分析计算方法，构建了嘉兴市中 心城镇可持续发展的评价指标体系，得出各类指标权重以及综合指数的计算方 法。并以嘉兴市典型的中心城镇一新塍镇为例，计算出其综合评价指数值。计算 结果表明：嘉兴市的中心城镇的可持续发展综合评价指数处于60—80这一等次， 根据对应的度量准则，表明其处于基本可持续发展状态。这反映了嘉兴市的一些 中心城镇的发展还处于经济的不很发达阶段，同时也反映了过去中心城镇在经济 发展与环境保护之间关系认识上的局限性，需要采取一些措施加以调控，以保证 中心城镇实现跨世纪的协调发展。有关研究结果为嘉兴市中心城镇可持续发展提 供科学依据。 关键词：中心城镇、可持续发展、评价指标体系、层次分析法、综合评价指数 Ⅱ 塑婆茎兰堡一主—望—垡I_lL二蔓———————————一Abstract 塑婆茎兰堡一主—望—垡I_lL二蔓———————————一 Abstract The development of small towns is essential for the process of urbanization；it is the strategic choice for the Chinese characteristic project． The judgment for the modernization of a town is considered bY its “)tal econoHdc power，the level of social civilization，as well as its ecological and living environment．Therefore，the indicator 8Y8tem趴d evaluation methods that could reflect the level of the coordination among environmental，econornic and social developments are needed，in order to guide and provide scientific basis for the sustainable developm。nt8· Based on the reality of the environmental and economic develooment of the major towns within Jiaxin area，this study employed various memods such as Delphi，AHP，and SF ere．and obtained several conlprehensive targeting parameters，therefore constructed a useful indicator system for assessing the current development，using the con酏nlcted indica幻r system and comprehensive parameters，and taking the typical major town--Xincheng as an example，the avemge sus翻ina6Je development comprehensive index is abtalned·The result sustainable development comprehensive index of Jiaxin major towns is between 60．80，according to the corresponding 浙江大学硕士学位论文measurement 浙江大学硕士学位论文 measurement criteria，this is within the range of sustainable development state．This reflects that some major towns are still underdeveloped and the concept
