论文摘要论文摘要 论文摘要 论文摘要 PFI模式作为基础设旖项目开发的重要模式，已在世界范围内得到广泛运用。 在我国，BOT模式作为PFI模式运用的主要形式也取得了可喜成就。 合理的风险分担是PFl模式的重要特征，也是PFI模式优越性的重要内容。 PFI项目前期的风险分担操作复杂，不利于风险在政府和私营机构之间合理分配， 影响了PFI模式的优越性充分发挥。 论文在分析大量PFI项目案例的基础上，借鉴了国外PFI模式风险分担的最 新研究成果，结合风险管理和项目融资理论，研究了PFI模式的风险分担机制。 论文可为今后PFI模式的研究和实践提供参考。 论文对PFI模式风险分担的研究主要包括以下四个方面。 (1)分析和研究了PFI模式的概念、组织和合同体系，阐述了PFI模式风险的内 在因素。 (2)根据风险管理理论，结合PFI模式的特点，研究了PFI模式项目前期的风险 识别和衡量过程、方法和目的；分析了PFI模式的一些常见风险，并探讨了 PFI模式风险评价方法。 (3)研究了PFI模式风险分担对PFI项目的影响，论述了PFI模式风险分担的原 则和目的，分析了PFI模式风险分担框架体系，提出了PFI模式风险分担矩 阵，分析了PFI模式下的政府担保和保险。 (4)分析了我国在PFI模式风险分担方面存在的问题，并提出了相关建议。 关键词t PFI模式 BOT模式 风险分担 VIM AbstractThe Abstract The economic growth in our country has resulted in mole demand for infrastructure，PFI(Private Finance Initiative)is orie of the most prevailing approaches for infrastructure development．The adoption of PFl will promote the develo[Iment of infrastructure and delivere higher quality and more COSt·effective public service． Proper strategies of risk allocation are especially crucial for successful PH projectst On the basis of PFI projoct ca8es and the theory of risk management，this paper analyzes the risks associated with PFI projects and the mechanism ofrisk allocation．Combined with the BeT projects in China， this paper will discuss the problems of the risk allocation in Chjlla BeT projects． This paper tries making research into a systematic risk allocation scheme，and focuses on four aspects as follows： (1)Analyzing the concept，the organization and the contracts of PH projects，discussing the internal reasons for the complexity and the risks of PFI projects． (2)Through an oxtensivo literature review，identLVng risk factors in PFI projcots,analyzing and classifytug the risks according to the theory of risk management，and proposing the adoption ofCAPM(Capital Asset Price Model)into the evaluation ofthe risks． (3)Presenting a conceptual process model of risk allocation in PFI projects and discuss抛 the government guarantee and the．msurance． (4)Discussing the problems of th
