From the angle of holismorganicism, technological risk are born with technological system, and made up by all the actors who take part in technological system construction on the basis of choosing the part of interest or technology. In addition, the technological risk is enlarged by technological Cultural Psychology system. There is crossing mechanism among complicate system and its subsystem, and dependence on each other will cause fail to function among different level of mechanism spreadingly.Technological risk are born in technology system, and is inevitable.To avoid technological risk, people should change from cognation, internal logic improvement should comply with the principle of taking the risk together, and to build technological ethical in terms of macro society, while to security the individual in the term of micro individual. Exterior mechanism o f risk prevention should be diversified, and all of officers in government, technology experts, RD enterprises, and piblic should take part in it.
