重庆大学 重庆大学硕士学位论文 英文摘要 PAGE PAGE VI ABSTRACT The core competitiveness of government is that through making full use of all kinds of knowledge, management and cultural value and so on, to keep all departments of government coordinated operation and maintain the strategic competitive advantage. The grass-roots government as a significant part of the national administrative organization is an important force to facilitate the reform of political system, the core competitiveness of the grass-roots government will directly affect the public sector efficiency and the credibility of the government. This study can keep the grass roots governments maintain favorable conditions to attract resources and talent. On the other hand, it can speed up the transformation of government functions, promote the government reform, and to improve the credibility of the government. This research in literature analysis and open questionnaire based on the first complied the has a certain faith, validity core competitiveness and performance questionnaire, then to study in Chongqing and Guizhou`s urban and surrounding area 304 tester, to discuss and analyze grass-roots government core competitiveness and performance current situation and intrinsic structure characteristics, as well as their inner relationship. The research involved three main contents: the research of grass root government core competitiveness, the research of grass-roots government performance, and the research of relationship between core competitiveness and performance. The main conclusions of this study are as follows: Grass-roots governments? core competitiveness is divided into routine management and emergency management, essential public services and non-essential public services, theoretical innovation and practice innovation.
