摘要随着经济全球化的发展，各个国家越来越认识到创新的重要性，而在创新活 摘要 随着经济全球化的发展，各个国家越来越认识到创新的重要性，而在创新活 动中，研究与发展(R＆D)活动是核心内容，各国政府为了增强本国的竞争力， 不断增加RD经费的投入。因此，随着RD经费投入的大幅增加，对RD投入的 效率评价也越来越受到关注。本论文正是围绕对科技投入与产出效益的评价问题 开展研究。 本论文在总结前人研究成果的基础上，首先从统计基础入手，对统计的现状、 存在的问题、评价方法的选取、评价指标等方面进行了认真的系统分析。然后， 针对我国科技管理的特点，分析和借鉴国外的科技管理模式，对我国科技投入与 产出状况进行要素分析。最后，采用数据包络分析方法(DEA)，对我国各地区、 各行业的投入产出进行了实证研究。 论文通过深入地理论研究和运用大量的实证数据基础，对我国科技投入和科 技产出状况进行了系统的分析。科技投入是科技进步的必要条件和基本保障，科 技产出是科技活动的结果，科技管理是科技活动的调节器。通过科技产出状况， 可以分析科技投入的配置是否合理、科学，可以检查科技管理是否有效；反之通 过科技投入，可以检验科技产出的效率。为了反映当前我国科技投入和产出的结 构是否合理，资源分配是否达到优化水平，为此，本论文建立了评价指标体系， 确定了相应的影响要素，并对要素进行系统描述，选用DEA方法，建立了数据模 型，最后分析出科技投入产出的DEA有效性的地区和行业与非DEA有效性的地区 和行业。研究成果为我国制定科技发展规划和科技管理改革，以及加强地方和行 业的科技工作提供了建议与参考。 关键词：科技统计；RD投入；投入评价；DEA ABSTRACTAlong ABSTRACT Along with the economical global development，each country more and more realizes to the innovation importance，but in innovation，the research and development(R＆D) moves is the core content，the various countries’government in order to strengthen our country the competRive ability,unceasingly increases the RD funds put．Therefore，puts along with the RD funds the large increase，the efficiency appraisal which puts to RD also more and more receives the attention．This paper is precisely revolves to the science and technology to put wim delivers the benefit the appraisal question development research． This paper in summarizes the predecessor studies the achievement in the foundation， first obtains from the statistical foundation,to the present situation，existence aspect and SO on question，appraisal method selection，appraisal target which counts carries on the earnest system analysis．Then，in view of our country science and technology management characteristic，the analysis and the model overseas science and technology management pattem．puts to our country science and technology wim delivers the condition carries on the essential factor analysis．Finally,USeS the data envelope analysis method 09EA)，to the 0111country various areas，various professions put
