科举制‘j公选制的比较Ⅲ究中文摘要 科举制‘j公选制的比较Ⅲ究 中文摘要 专虽说科举制与公选制作为两种性质不同的选官制度,似乎没有什么可比性, 但科举取士作为封建社会的主要选官途径,历时l 300余年,无论它的成功与失 败,都能给我们今天的公开选拔领导干部制度提供有益的启示。笔者正是抱着这 样的目的,才以历史唯物主义的眼光,对这两种制度进行了一定层次的比较研究。ZL— R论文共分三部分。第一部分,首先介绍了科举制的产生、实际运作,并对 它的功过得失进行了菇要的评价。接着对公选制的产生、实际运作和它的科学性 与不足,作了简要的评述。第二部分,对科举制与公选制进行了一番比较。既着 重指出了科举制与公选制在产生背景、制度表征、报考条件、选官途径等方面的 相似性,又分析了科举制与公选制在选拔目的、考试程序、考试方法,招考对象、 指导思想等六个方面的差异性:、—巳/一一 比较科举制与公选制的异同,最终目的是为了更好地完善今天的公开选拔领 ——— 导干部制度。陬文第三部分在前两部分的基础上,探索了科举制对公选制的六点z}\ , 启示:一要开发实务考试,全面甄别人才;二要借鉴科举“别头试”,加强公选 监督:三要加强规章制度建设,防止公选“朋党”势力的形成;四要固地制宜, 根据实际情况实施公选;五要规范公选制,降低选拔成本;六要借鉴科举制的发 展,进行干部选拔体制的创新:);:—《.一一 关键词:科举制;公选制;领导千部;干部选拔 AbstractThem Abstract Them seems no comparison between the ancient Chinese imperial examination system and the system of public selection and appointment of cadres in China presently which are different official。selecting-systems in nature.But the ancient Chinese imperial examination system,existing mole than 1,300 years and regarded as the main way to select officials,can bring us some beneficial reference and enlightenment in the system of public selection and appointment of cadets in China at present.Keeping such an aim in mind,1 made,to 50me extent,s吣comparison research in the two different systems.m the light of historical materialism.
