I I II II 摘 要 继“绿色奥运”之后，北京市按照科学发展观提出建设“人文北京、科技北京、 绿色北京”，强化环境建设和生态保护，以实现与国家首都和国际大城市相适应的宜 居环境。本文在生态城市、宜居城市、绿色城市、低碳城市等研究理论基础之上，综 合绿色北京的理论研究和实践行动，探讨绿色北京建设内涵，并通过实地调研、政府 部门访谈、专家咨询等途径，采用指标综合评定方法对绿色北京建设进行定量评价， 分析绿色北京现状问题及其成因，从而提出绿色北京建设对策建议。通过研究主要得 出以下结论：（1）绿色北京既要经济快速有效发展，又要优美宜居的城市环境，包含 绿色生产、绿色消费、绿色环境。（2）与经济发展和产业发展阶段相对应，北京生态 建设经历了生态建设停滞、生态建设快速发展、生态建设内涵升级三个阶段。当前生 态建设不仅仅是环境绿化和环境污染治理，更多地强调生态系统维护，生态环境、生 态文化、生态产业等高度融合时期。（3）根据绿色北京内涵及政府行为，绿色北京评 价指标体系由 3 个子目标、7 个意义指标、19 个考量指标构成，采用专家咨询评分对 各指标进行权重赋值。（4）通过指标综合评定，绿色北京建设水平高于上海市，北京 市绿色消费及绿色生产水平较高，而绿色环境建设水平还较低，尤其是资源环境质量 较差。（5）绿色北京建设还应在节能降耗、发展与生产有关的科技产业方面提高绿色 生产水平；在绿色交通、生活垃圾减量和无害化、降低生活能耗等方面提高绿色消费 水平；在进一步扩大绿化面积、保护城市环境方面提高绿色环境水平。绿色北京建设 潜力大，奥运环境建设为北京及国内外留下了宝贵经验。北京市应更好地发挥发扬奥 运环境建设理念，加快促进绿色北京建设目标的实现。针对绿色北京建设问题、绿色 城市的理论和实践体系还需要进一步进行深化研究，持续为绿色北京及国内其它绿色 城市建设提供理论支持。 关键词： 绿色北京 生态城市 宜居城市 评价指标体系 政策建议 Abstract After putting forward the slogan Green Olympics, according to the content of Scientific outlook on Development ,Beijing put forward the slogan Humanistic Beijing, Tech Beijing , Green Beijing, and strengthened the environment condition and to achieve the standard of moderately developed countries .The article is on the basis of the theory of eco-city, green city, livable city and low-carbon city ,and the theory of Green Beijing .And we also did me surveys in the country of Beijing ,talked and consulted the officers and experts. Then we built the Index System of Green Beijing Evaluation ,by which we analysis the environmental data and mark it ,then compare the marks with other metropolises at home and abroad ,to find out the disadvantages and advantages ,and give some policies .The research gets several conclusions:(1)The Green Beijing means not only the beautiful environment ,but also means the rapid expansion of economics .(2)The construction of environment went through three stages.(3)The Index System of Green Beijing Evaluation is composed by three levels.(4)The construction of environment in Beijing is better than Shanghai ,but the resources a
