Sub-Bureau Date of Defense: June 2010 Degree-Offering-Institution: Harbin Institute of Technology 哈尔滨工业大学工程硕士学位论文 哈尔滨工业大学工程硕士学位论文 - - I - 摘 要 空中交通管制员的培训是空管行业培训最重要的组成部分，也是每个空管 单位都面临的一个重要课题。但长期以来，我国在这方面仍没有建立起科学的 系统的培训体系。 本文采用理论结合实际的实证研究方法对管制员培训进行了研究。论文以 民航黑龙江空管分局管制员为研究对象，首先介绍空管行业特点以及管制员人 员配置现状，分析民航黑龙江空管分局现行管制员培训体系中普遍存在的问题。 然后，通过理论研究和实证分析，提出了一套系统的管制员培训模式。最后， 为培训建立了效果评估体系，以便于验证优化后的培训模式的有效性。 本文采用了培训理论与职业生涯理论相结合的方法，解决了目前自上而下、 由事及人培训方式的弊端，对空管单位具有一定的借鉴意义。 关键词：空中交通；管制员培训；职业生涯；培训开发；对策研究 - - II - Abstract The training of air traffic controller is the most important part among the whole training programs in the field of air traffic; it is also a focal point of every air traffic unit. However, there is no systematic and scientific training system in china. I make a research into the training of air traffic controller by the integration of theory with practice. I make an introduction of the characteristics of air traffic and the current situation of air traffic controllers; I also analyze the existing problems among the training of air traffic controller, I put forward a systematic training model on the basis of the integration of theory with practice. Finally, an assessment system has been established to check the efficiency of the training model. To some extent, the training disadvantages can be solved by adopting the theory of training and occupation. I hope that it will be meaningful to air traffic control unit.
