《。名扩钐7／拉萨市区地表水环境功能区划分 《。名扩钐7／ 拉萨市区地表水环境功能区划分 及达标控制方案研究 水文学及水资源 研究生朱国宇 指导教师黄川友 摘要泳是人类生存和社会发展不可缺少的自然资源。随着我国社会经济 的发展，水资源匮乏和水质污染影响所构成的水危机已成为我国实施可持续发 展战略的制约因素。水环境功能区划分作为水环境保护的重要环节，对减轻和 控制水环境污染提供了依据。划分地表水环境功能区，就是要依据水域功能的 重要程度，确定控制污染源布局与排放的各项强制性措施，这是水域功能区划 分科学性与实用性的标志。它服务于环境目标管理的战略决策，受技术、经济 条件约束，因各项治理工程的分期建设而有时间性、阶段性，同时也有具体的 空间范围：水污染控制措施的分期实施；实现环境目标的时间性、阶段性和具 体的空间范围要求，在功能区划分中既要考虑保护区域水环境质量，又要考虑 区域社会经济发展的需求力体文剖析了拉萨市区水环境现状，分析了拉萨市区 面临的水环境问题，通过水环境容量分析计算，根据拉萨市总体规划与可持续 发展战略，在充分考虑拉萨市区水环境现状使用功能的基础上，对拉萨市区地 表水环境分近期和远期进行了功能区划分。同时，对拉萨市区地表水环境进行 了控制单元划分及归类解析，并对水环境功能区划分进行了功能区目标可达性 分析，最后对拉萨市区现状存在的水污染问题提出了相应的综合整治及防治措 。_。-_。_。_。。。’。。。’一 施。 本文针对拉萨市区地表水环境现状及发展规划要求，将拉萨市区地表水环 境主要水体分时期及地域设置不同功能区。I成果具有针对性和实用性，为切实 有效地保护拉萨市区地表水环境提供了科学依据。尹 关键词：地表水环境、功能区划分、水环境容量j综合整治 Study Study on the Function Area-dividing and Integrative Renovating Projm of the Lhasa Surface Water Environment Zhu G110．1，u Abstract Water iS the indispensability natural resource for the mankind survival and society development．Along with development of the society and economy of our country，the crisis， which was arose from the water-short and the increasing water-pollution，has become the conditional factor of our sustainable development strategy．Water environment function area-dividing， which provides the warranty for controlling and alleviating the water-pollution， is an important tacbe of water environment protect．Water environment pmtoct function area-dividing， means establishing coercive measure for control pollution fountain position and contamination letting according to the significance degreee ofthe water environment function area。 which iS the symbol of the function area’s scientificainess and practiceabiity．The function area-dividing services for the environment purpose administer and is limited by the technology and economy condition， it is spatio—temporal because the renovating project is constructed by stages．While dividing t he function area， it is necessary to take the water environment demand into account鼬well够
