摘 摘 要 医疗保险制度改革事关我国市场经济体制的建立和健全，事关广大城镇职丁切身利益和 社会稳定，是髓前全社会普遍天心的热点问题。由于我国社会医疗保险实施时问不长以及医 疗保险工作本身的复杂性，各地区存医疗保险制度改革中采取了许多凶地制宜的政策和管理 办法，出现了各种各样的新问题，目前尚未形成大家公认的最佳模式。 本文试陶通过研究扩大试点城市贵州省六盘水市医疗保险制度改革的实施过程和运行状 况，分析六盘水市的医改政策和管理特色，分析六盘水医改新问题，主要包括个人医疗费用负 担重、医疗服务水平有所下降、医疗保险“扩面”困难、道德风险问题，等等。针刘‘日6U六 赫水市医改中这几个方而的主要问题，分析其产生的原因，提出：改善本地区的社会、政治、 经济宏观大环境、加快医疗保险立法进程、完善多层次医疗保障体系、同步推进医药卫生体 制改革、发展社区医疗服务网络、预防医疗保险基金潜扛_札险、切实减轻个人医疗赞片j负担、 加强医疗服务监控管理等方而的措施，以期为六盘水市进一步深化医疗保险制度改革理清思 路，同时六盘水市位于经济落后的贵州省，对六盘水市医改工作进行研究，为在经济欠发达 地区探索一条适合当地特点的医改之路具有极大的现实意义和实践价值，且对研究我国当前 的医疗保险制度改革能够起到参考作用。 关健词： 医疗保险 制度改革 对策研究 AbstractThe Abstract The Ref。orm of the Medical Insurance System(MIS)exerts an importanl，i nfl uence on the constructing and consummating China’s Market Economy System．Tt’s alSO related direc Lly to people’s interests and SOCial stabil i ty．So，it has become a SOCjaI hotsp01 now．Owing to the short time of the implementatioll of’the MIS FefOrm in Chi Ra and the comp]exity of the reForm itself．each regioh has adopted vati()us kinds of sui tabl measures on the p01icy and management according to i Ls local conditions．1lowcver。 there are some new probl ems appearing in each region’s reform，so there i s no L a general 1 y accepted opt i mal mode now． Based on the study of the implementation process and the runni ng status of the rel。orm of the M1S attempting reform city in LiuPanShu City，GuiZhou Pl’ovi rlce，thi s article tri es to analyze the characteristi c of the pali cy and management．Thin’e are a 10t of new probl ems in LiuPanShu’s the reform of the MIS．It include：the probl em of heavy peFsonal medf cal burden，the worsening of the medicaI servi ce，t he difficalti es j Extendingthe overlay scope ofthe MIS，andthe probl em ofthe morallt Y rj sk，etc．Chapter four analyses the reasons of these main new problems．At 1ast．the auther brings forward the countermeasures agains L these probleiiis．whi ch incltide {mproving the macro SOCjal，pcl it{cal and economi c envi ronment，qui ckenl ng the lawmaking process of t
