西安石油大学本科毕业设计（论文） PAGE PAGE 5 ST供电企业安全文化研究 摘要：安全是供电企业永恒的主题。安全文化是供电企业文化的重要组成部分与核心内容。倡导和建设供电企业安全文化，是电力安全生产的治本之策，也是提高供电企业效益和竞争力，实现企业跨越式发展的必由之路。 目前，尽管供电企业的安全管理已经取得了一定的成就，但人为事故仍时常发生，尚未真正提升到安全文化管理的阶段。面对电力改革的新形势，供电企业应该与时俱进，从战略的高度认识企业安全文化建设的意义，并积极探索和创新切合电力行业特点的安全文化。 本文对供电企业安全文化的内涵、层次进行了论述。对县级供电企业如何构建以人为本的安全文化体系进行了论述，给出供电企业安全文化构建的途径。最后，安全文化构建实际应用到金乡供电公司，用工作流程图比较直观的方式详细说明了安全文化建设的过程，对其它ST供电企业安全化建设的持续改进提供一定的参考。 关键词：供电企业；安全文化；文化构建 ST power supply enterprise safety culture ABSTRACT: Safety has long been concerned by power supply enterprises. Safety culture is the most important part of power supply enterprises culture, which helps the implement of the safety of power supply. The advocacy and establishment of safety culture in power supply enterprises is the essential countermeasure of the safety production of power supply. And it is also the external requirement of improving effectiveness and competence of power supply enterprises, and realizing a leap-forward development of enterprises. At present，the safety management in power supply enterprises is going smoothly, but man-made accidents have not been eliminated completely and the management has not been upgraded to safety culture management. Confront with the situation of innovation, the power supply enterprises should keep up with the times, and carry on the positive exploration and innovation from the point of the strategic development. The paper have described the content，structure or the safety cultural of power supply enterprise at first on this basis，define safety culture of county- level power supply enterprise’s. Meaning and discusses its necessary in detail. It analyzes the county-level power supply enterprise how to build a people- oriented system of safety culture，then the means have been given to build safety culture. Finally，the practical application of the safety culture went on in Jinxiang power supply company，compared with intuitive workflow approach described in detail the process of building a safety culture
