东北大学硕士学位论文 东北大学硕士学位论文 摘要 辽宁省中小企业发展环境问题研究 摘要 进入20世纪90年代以来，随着世界经济一体化及知识经济革命的深入，无 论是发达国家，还是新兴的发展中国家和地区，都在积极扶持中小企业的发展与 研究。作为中国重要的老工业基地——辽宁省也不例外。如今，研究中小企业的 发展受到政府重视、企业需要、社会关注，自然就成为经济理论研究的一个热点 问题。本论文从环境的角度研究其对辽宁省中小企业发展的影响问题。一方面可 为政府对中小企业发展的客观决策提供科学依据与可操作性对策：另一方面也可 为中小企业经营者的战略决策与实践措旌提供一些新思路和新方法。 辽宁省经济经过几年的改革尽管取得了很大的发展，但经济规模在全国位置 仍逐步后移。其原因之一是中小企业发展缓慢。本论文将在介绍中小企业的界定、 特点、作用的基础上，从中小企业与环境的关系入手，借鉴国内外中小企业有关 发展环境方面的研究成果，探索影响中国中小企业发展的环境因素及其构成内容， 并立足于辽宁省经济及中小企业发展的实际现状，采用专家问卷调查法将各环境 因素对辽宁省中小企业发展的影响程度进行评价，得出政策法规、企业管理和融 资为主要环境因素，而政府管理、市场、社会化服务体系、人力资源、技术、制 度与企业文化则为次要环境因素。然后对各环境因素进行了具体研究与分析，并 从解决主要和次要问题两个方面提出了相应的对策。 关键词 中小企业环境社会化服务体系企业管理政策法规 ．Ⅱ． 东北大学硕士学位论文 东北大学硕士学位论文 ABSTRACT Research on Environmental Development of Liaoning Small—Medium Enterprises ABSTRACT Since 1990s，with fLffther world’S economic integration and knowledge economic reform，both the developed countries and the new and developing ones have been supporting small—and-medium enterprise’s development．There is no exception to Liaoning—the important old industrial base in China．Nowadays，the study of its development has gained government and society’S attention，and is the need of the enterprises，SO it naturally becomes the hot spot of the society．This paper analyses the effects on the Liaoning small·and·medium enterprise’S development from the environmental point of view．On the one hand，it may provide the scientific basis and manageable strategy for the government’S objective policy on its development；on the other hand，it may provide some new way of thinking for the manager’s decision and practice． Although Liaoning economy has made some progress after several years ofreform， its structure has been lagged behind．One of the reasons lies in the slow development of the small—and-medium enterprise．Starting from its relationship with environment and citing some achievement on this issue，both outside and inside，this paper tries to analyze the environmental factors which influence China’s small·and—medium enterprise’s development a
