I I 摘要 第三方物流作为现代物流发展的主流近几年在我国蓬勃兴起，山西发展第三 方物流是大势所趋，第三方物流的发展对山西物流业的兴旺和山西经济的腾飞 有着重大理论和现实意义。 本文运用现代物流理论，在对山西第三方物流资源和发展现状、制约因素进 行分析的基础上，从整体角度提出山西发展第三方物流的战略构架，即以山西 省综合交通运输体系为依托，整合现有物流资源，采用先进的物流管理技术和 物流设施，构建为发展第三方物流提供服务的区域性物流中心，并且在太原武 宿物流园区的基础上构建覆盖全省的三级物流网络结构（物流中心? 配送中心 ? 货运站）；从宏观和微观两个层面提出山西发展第三方物流的思路和对策： 宏观方面要高起点、高标准建设物流基础设施、物流信息系统和标准化体系， 尽快制定物流产业政策，加强物流人才教育与培训，为山西发展第三方物流创 造良好的宏观软硬件环境；微观方面要注重物流园区的建设与集团组织模块的 构建，并且加强第三方物流企业自身的建设，实现在工业、商业、农业等各个 行业推广、普及第三方物流理念和管理技术，对行业内部物流系统优化整合， 进而加快第三方物流服务业的发展。本文旨在探寻一条具有山西特色的发展第 三方物流之路，为山西发展第三方物流提供可操作性的参考决策方案。 【关键词】 山西 第三方物流 战略构架 实现对策 II II Abstract Developing the third party logistic has become a great trend in Chinese logistic market. As the energy base of china, Shan Xi plays an important role in this logistic revolution. Implement the third party logistic is meaningful not only for theory, but also operational significance. By using the modern logistic principle, the overall strategy frame of developing the third party logistic in Shan Xi will be proposed in this dissertation, which is based on the analysis of the third party logistic materials, current status, and constraints. Relying on the multi-mode transport system, conforming the current logistic materials, and employing advanced logistic management technology and facilities, the local logistic center will be established, which serves the third party logistic. In practical, a three level logistic network structure (logistic center → dispatch center → shipping center), which covers the whole province, will be constructed based on Wu Su Logistic industry zone in Tai Yuan city. Furthermore, the policies and strategies will be presented from micro and macro aspects. To create a good soft and hard macro-developing environment, the high standard fundamental logistic facilities should be constructed.
