万方数据 万方数据 Research of Shenyang on social assistance issues about homeless minors Abstract The problem of homeless minors is not a contemporary issue,but it presents new problems in the context of the current social transformation of our country.The development of social services Ministry of Civil Affairs statistics shows that the current total number of homeless minors shall be subject to more than 15 million, their status can be described as large number, low level of education, age focus,etc.The affection of rangers about minors’ individual growth and development is self-evident,this would not only about their physical health, but will also affect their proper values, outlook on life shape, in addition,many homeless minors may embark on the path of delinquency in order to survive,because there is no effective monitoring and also they have no normal ability to work for their own life,they even be manipulated by criminals to become a tool for profit, thereby affecting public order and harmony in society.Thus,in consideration of the personal and social development,minors stray problem should be aroused great attention. In this paper, the theory of ecological systems theory, demand theory, welfare pluralism theory as the basis,the homeless minors of Shenyang rescue shelter as the subject,to explore issues of assistance and protection of homeless minors by the ways of qualitative research and quantitative research,and then analyse the problems and deficiencies of the current rescue mode about stray minors,and to propose some guidance and operational suggestions,specific content includes:First, adhere to the concept of return assistance and origin assistance ;Second, construct a joint rescue mechanismin including inflow rescue shelter,outflow rescue center and the community of minors;Third, highlighting to meet their family needs and demands of education;Finally, to strengthen homeless minors’ external security through the improvement of legislation, good support and co
