砸￡学位i仓tMAS 砸￡学位i仓t MAS r{tR。q lf“·XlS 内容提要 改革开放以来，中国银行业得到了迅猛发展，这对中国实体经济的发展起 到了重要的促进作用。但是银行业发展过程中也存在～些突出的问题．如银行 业发展速度过快，规模过大，资产质量和经营效益低下等．我国银行业潜伏着 重大的金融危机，严重影响我国的经济安全}u社会乃至政治稳定。这些问题的 成因有一部分是经济、社会转型的必然结果，也有一个很熏要的原因是商业银 行的管理人员的发展观存在严重问题，如粗放经营、冒险经营、片面经营、短 视经营、跟风经营、保守经营等不符合科学发展规律的经营思想在一些银行商 层管理人员中根深蒂固。如果不摒弃这些错误的发展观，沿袭错误的道路发展 下去，那么其后果是不堪设想的。 最近，党中央、国务院要求各级领导干部牢固树立和认真落实科学发展观。 科学发展观就是要坚持以人为本，树立全面、协调、可持续的发展观，促进经 济社会和人的全面发展。在商业银行树立科学的发展观，是中国商业银行二十 余年发展历程中经验教训的总结，是全面与WTO接轨后中国商业银行生存发 展的必然选择。在商业银行树立科学的发展观，就是要树立有效的、全面的、 协调的、稳健的、可持续的发展观。其落脚点是实施可持续发展战略，其总体 思路是：以体制改革为起点，以稳健经营为原则，以依法经营为前提，以科学 规翔为先导，以集约经营为基础，以从严治行为保障，坚持安全性、流动性、 效益性相统～，速度、质量和后劲相统一，实现安全、高效、稳健运行，平稳、 健康、持续发展。 关键词：商业银行科学发展观 砸￡学位i仓tMAS 砸￡学位i仓t MAS r}tR。q 1I{l·XlS Abstract Coinciding with the program of reform and opening—up，Chinese banking has developed rapidly，which contributes to the entity economic growth．However,in this process，exist some serious problems．For example，the development speed of the banking is too fast，the scale is quite large and both the capital qualities and profit are low．The great finance crisis that Irides in Chinese banking has seriously influenced economic security’social and even politic steady．The reason for these problems is partially that it is the inevitable outcome for the economic and social transitions．Another important aspect is the problems of the administrative stuffs’ development views in commerciaI banks．Such as．extensive operation．risk management，one—sided management，the nearsighted management，and management with the wind，conservative management．All those unscientific views ate deep—rooted among top management teams of banks．If we don’t discard these wrong development views and develop along the incorrect road，then the consequence is too ghastly to contemplate． Recently,the Central Party Committee and the Slate Council require the leading cadres at all levels to establish firmly and implement the scientific development view conscientiously．The scientific development view based on peop
