摘 摘 要 在“弱市场、弱社会”和“强政府”的初始条件下，能否实现治 理，一直是一个富有争议的问题。20世纪90年代，我国开始了计划 生育工作改革。从现状看，改革初步显示了政府、市场和社会三方面 的协作趋势，体现了从“统治”转向“治理”，从“善政”转向“善 治”的方向。这证明在并不理想的起始点上，依旧存在实现治理的可 能。但目前改革还远未深入，改革中政府一市场一社会三种工具的发展 和运用还极不平衡。未来计划生育工作改革的走向是建立政府、市场 和社会三者良性互动的治理模式。在政府的主导下，市场机制的适度 引入、社会力量的参与，将改变计划生育工作完全由政府强制推行的 局面。计划生育工作改革为治理理论的实践提供独特的场域，进而揭 示从统治到治理的可能路径。 关键词：治理；政府；市场；社会；计划生育工作改革 AbstraetIt Abstraet It remain S an controversy that，whether governance，under initial term of“the faulty market，the feeble society and the Powerful government”．can be reached．In the 90’S of 20 century,Family planning administration system reformation began in China，From its actual state， The reformation initiatively show collaboration tendency of the government、the market and the society，And materialize the idea of transformation：From“government’’to“governance”．From’’good government”to“good governance”．It shows the possibility that the governance can be realized under imperfect origination．Though the reformation is still far from penetration now,And there is still a long way to strike a proper balance in the development and the management of its three policy instrument：the government、the market and the society．But it offered a unique background of practice for the governance theol‘Y，And show US the possible path to reach governance from government，That is， A good complementary state among the government、the iilal’ket and the society． Keywords：Chinese Family Planning Administration System Reformation，Governanc e，the Government， the Market，the Society 浙江大学公共管理(MPA)硕十专业学位论文 浙江大学公共管理(MPA)硕十专业学位论文 中国计划生育工作改革的“治理”走向 论我国计划生育工作改革的“治理”走向 20世纪70年代开始执行的计划生育政策是我国的一项基本国策，在计划生 育[注1]管理这一一直由强大政府完全控制的领域中，近年来的计划生育工作的 改革已经表现出走向治理的迹象。毫无疑问，在全球化时代面临可持续发展任务 的中国，这项改革必须继续进行下去，虽然随着老问题的不断解决新的任务和挑 战又不断出现，但这正是这项改革的魅力所在。从现有的改革经验看，计划生育 管理机制中的最大问题在于政府、民间、市场三方面协调的匮乏——原有机制和 改革动力都过于依赖于政府。20世纪90年代兴起的治理理论则为我们重新思考 计划生育管理机制改革的走向提供了新的视野。本文试图借助治理理论匡正改革 思路；另一方面，又将计划生育工作看作治理理论在中国的实践场域。如此，我 们便不仅能对极其重要的计划生育工作提出改革建议，也能从计划生育这一独特 场域中判断治理在我国是否必要、如何实现——尽管这只是本文的副产品。
