PAGE PAGE 33 摘要 近年来，我国的安全工作虽然取得了不少成绩，但是安全生产形势依然十分严峻，事故频发，不仅造成重大经济损失，而且影响社会安定。建筑业是我国重要的支柱产业，而建筑业也是安全事故发生最多的行业之一。尽管制定了很多安全施工的规范、规程、办法等，但对于施工现场的安全投资一直到去年6月份建设部才出台了管理办法。然而对于施工现场的安全投资应该投入多少，达到什么样的程度才能够保证现场的安全，一直没有得到有效的解决。本文首先通过分析安全事故的经济损失、价值工程原理、效用论原理以及安全经济激励理论，来寻找安全投资的最佳投资点；其次结合我国建筑业的实际情况，介绍了我国施工现场的安全投资的分类；再次根据我国目前的安全投资现状，结合某项目进行具体分析；最后是论文的主要结论和需要进一步研究的问题。希望对工程实践和理论有一定的借鉴意义。 关键词：安全投资 价值工程 安全事故 安全效用 ABSTRACT Last years, though safety management has achieved much result up to now, the situation of production safety is still pessimistic. Frequently accidents often lead to great economic loss and social instability. Construction is a mainstay of the industries, while is one of the most industries of unexpected accidents occur. Even many criterions, regulations, rules about construction operation are established, but rule about safety investment was just established by Ministry of Construction P. R. China in last June. However, how much is enough to insure the safety of construction sites ? That is not solved at the present time. The paper analysises Safety Accident Expense Theory, Value Project theory, Benefit Theory, and Safety Economic Inspiritment Theory at first. Secondly, introduce the status of classify of construction site basis on actuality of China. Thirdly, relation to a construction project in Wuhan to get how much is supposed to lay out on construction safety. At last, major conclusions are drawn and some corresponding problems, which are required to make further research, are proposed. I hope it has something to be used for reference by engineering practice and theories.
