中国中部灌溉管理转权对农户生产的影响 刘静 Ruth Meinzen-Dick 钱克明 张陆彪 蒋藜 摘要 理论界认为灌溉管理转权（ IMT）是分权改革的过程，通过农户或用水户的参 与，重新有效地分配各种利益集团的责任权利。经过 5 年的试点后，2000 年 7 月，中国政府号召全国 402 个大型灌区中符合条件的灌区进行灌溉管理转权，将管 理水资源的权力从政府转交给用水者协会（WUAs）。截至 2003 年底，全国共有20 个省市先后成立了 3500 左右个用水者协会。政府采取灌溉管理分权的主要目的是 调动基层农户管理维护灌溉系统的积极性，减轻财政负担，促进灌溉系统可持续发 展并且尽可能提高灌溉农业生产率。但文献检索表明，到目前为止中国实施的灌溉 管理转权改革的成效与影响的实证研究成果基本上没有。本课题研究旨在检验政府 采取参与式灌溉管理（PIM）和用水者协会改革的实际经济效益。对湖北漳河灌区 和东风灌区的208 户农户问卷调查资料进行了统计分析和计量经济模型分析。研究 结果表明用水者协会的成立对农户灌溉水资源供应和农业生产产生了积极影响。调 查中有百分之八十的农户肯定了用水者协会的作用，用水者协会调动了农户进行渠 道维护和管理的积极性。用水者户协会可以继续作为我国灌溉管理改革的一个方向 和选择。 关键词：灌溉管理转权（ IMT）,参与式灌溉管理（PIM），用水者协会（WUAs） 研究领域：资源环境经济 The Impact of Irrigation Management Transfer on Household Production in Central China Jing Liu, Ruth Meinzen-Dick, Keming Qian, Lubiao Zhang, and Li Jiang Abstract Irrigation Management Transfer (IMT) is a process of devolution, which allocates increased responsibilities for water management and operation to farmers and other water users. In July 2000, the Government of China in a nation-wide campaign called upon all 402 large irrigation districts with ‘appropriate conditions’ to implement IMT devolving responsibility from irrigation district administration to Water User Associations (WUAs). By the end of 2003, there were more than 3500 WUAs in twenty provinces in China. The primary interest of the government in the devolution policy is to decrease its financial burden for the irrigation sub-sector while enabling farmers to sustain and even improve the productivity of irrigated agriculture through the mobilization of local resources.
