PBC School of Finance 9 Tsinghua University，Beijing 10QQS7, China) Abstract： As the housing problem is becoming the focus of people’s livelihood, it is an important for land policies and real estate market to develop rental housing and use collective land to build public rental housing. As a pilot city, there have been some breakthroughs in the policy of public rental housing for collective land construction in Beijing, but there are still some problems in the concrete implementation of public rental housing pilot projects. This paper researched the use of collective construction land and the state of public housing pilot project of Pingfang township projects of the Chaoyang District and Tangjialing projects of the Haidian District, and based on the relevant questionnaire survey and data analysis， the paper explored the collective land construction problems existing in the public housing in Beijing, and then put forward the relevant policy recommendations.
