宁波大学硕士专业学位论文 人口流动背景下县域义务教育均衡发展研究 ----以浙江温州乐清市为例 摘 要 义务教育是最基本的公共服务之一，政府有义务为所有的适龄儿童提供均衡的义务 教育。然而，当前我国区域间、城乡间、学校之间教育失衡的矛盾仍较突出，同时随着 我国人口流动日益频繁，人口流动对地区义务教育均衡发展的影响等问题越来越引起人 们的关注，如何让共和国蓝天下的每一个儿童平等接受义务教育是摆在党和国家面前的 一个难题。因此，积极推进人口流动背景下义务教育均衡发展，对于促进社会公平正义、 构建社会主义和谐社会具有重大的现实意义。 近年来乐清市为义务教育均衡发展做出了不少努力，但距国家的战略目标仍有较大 的差距，还远远不能满足人民群众对优质教育的需求，人口流动的日趋频繁，加大了这 一差距。因此，笔者就以浙江省乐清市为研究对象，对人口流动背景下的县域义务教育 均衡发展进行研究，试图探索出在我国人口流动背景下均衡发展县域义务教育的有效途 径。 本文首先对国内外学者关于义务教育均衡的研究进行综述，其次对义务教育均衡内 涵及人口流动的概念进行界定，并且对支撑义务教育均衡的教育公平理论和公共产品理 论进行分析，接着从乐清市县域义务教育的现状入手，从教育资源配置、不同群体间教 育机会两方面查找人口流动背景下县域义务教育均衡存在的问题，分析其形成的原因， 并借鉴国内外推进义务教育均衡发展的先进经验和先进办学模式，得出推进人口流动背 景下县域义务教育均衡发展要强化政府办学主体责任，加强教师队伍建设，推进招生制 度改革，完善义务教育评估和监督机制等四大对策建议，以促进县域义务教育学校的办 学条件、师资配置和教育质量均衡，从而推进教育的均衡发展。 关键词：县域义务教育， 流动儿童， 均衡发展 -I- 万方数据 人口流动背景下县域义务教育均衡发展研究 Study on Balanced Development of County-scale Compulsory Education under the Background of Population Mobility ----with Yueqing City in Wenzhou, Zhejiang Province as the Case Abstract Compulsory education refers to basic public service oriented to children and juveniles of the right age, it is government’s legal liability to provide balanced compulsory education, and every child and juvenile of the right age should be given the equal opportunity to receive qualified compulsory education.
