To commit continuous technological innovation, companies have to continue to carry out technological learning, which promises to increase their technical capacity and production efficiency. It is proved that no matter how advanced these companies were, they could not survive and develop simply relying on their own resources to meet the needs of the market. So to maintain their competitive advantages, these enterprises have to broaden their innovating ways by actively seeking external resources. Among a set of methods that could support their development, they prefer to found technological alliances. Although the number of alliances increases quickly, it does not guarantee the success rate of technical alliances. Empirical evidence shows that nearly 50% -60% of the Technology Alliance have failed. As for the technological learning, effectiveness is a key to measure the success of the technology alliance, in this article, the effect of technological learning, to study the elements of technology alliances in favor of technological learning in order to set up for Chinese enterprises is conducive to its own technology alliance to provide valuable recommendations. Upon the summary of former researches, in this article, the elements of technological alliances, which affects technological learning, are divided as common goals，efficient mechanisms of management, similar organization culture and the advantages of their own resources.
