中国海外园区发展的动因、实践与模式 　　[摘 要]随着经济全球化的发展与中国对外开放的深化，中国海外园区成为中国落实“一带一路”倡议的重要空间平台，其发展经历了企业自发阶段、政府扶持阶段，并在“一带一路”倡议提出后迎来新的发展阶段。青岛为中国海外园区发展的先行者。在实践层面，青岛海外园区以一、二产业国际合作为主要内容，面向“一带一路”国家布局，创建了1个国家级海外园区，有5个海外园区纳入国家商务部考核名单。在发展模式层面，青岛以“青建+”建设模式，通过中外合资共建、中方独资建设、中方投资收购等方式，形成“上合+X”全球布局模式，并以政府工作落实、地方合作、财政金融支持和风险防控四方面为海外园区发展构建起安全保障。 　　[关键词]海外园区;“一带一路”;全球重构;发展模式;青岛　　[　　Motivation， practice and model of the development of oversea parks in China　　—taking Qingdao city as an example　　MA Xue-guang， LU Yu　　（School of International Affairs and Public Administration， Ocean University of China， Qingdao 266100， China）　　Abstract：With the development of economic globalization and the deepening of China’s opening up， China’s overseas parks have become an important platform for China to implement “the Belt and Road” initiative. The development of Chinas oversea parks has experienced the spontaneous stage of corporation and the supporting stage of government， and ushered in a new stage of development after “the Belt and Road” initiative was put forward. It has entered a new stage. Qingdao is a pioneer in the development of overseas parks in China. At the practice level， the oversea parks of Qingdao mainly focus on international cooperation in primary and secondary industries， oriented to “the Belt and Road” national layout. Qingdao has created one national overseas park， and 5 overseas parks， which have been included in the assessment list of the national Commerce Department. In terms of the development model， Qingdao adopts the “Qingjian +” construction pattern to form the global distribution model of “Shanghai cooperation +X” through Sino-foreign joint ventures， Chinese-owned construction， and Chinese investment and acquisition. In addition， it has provided security guarantees for the development of oversea parks from four aspects： the implementation of government work， the local cooperation， the financial support and the risk prevention and control.　　Key words：oversea parks; “the Belt and Roa
