摘要 新型农村合作医疗制度是由政府组织、支持和农民自愿参与的个人、集体和政府集资，以减轻我国农民的贫困问题。如今在我国农村，仍然存在着因病致贫和因病返贫的现象，为了缓解这个问题，新型农村合作医疗制度从2003年开始实施，本文结合传统农村合作医疗制度的发展历史,对当今新型农村合作医疗存在的筹资、收缴机制不合理，宣传不到位等问题进行了深入了解，为使该项制度能够为农民提供更好的作用，提出了科学合理的筹资、收缴机制,加强宣传等这些建议。 关键词：新型农村合作医疗可持续制度起源政策建议 Abstract The new rural cooperative medical care system is composed of the governmentorganizations, support and farmers voluntarily participate in the individual, collectiveand government financing, in order to alleviate the poverty of farmers in our country.Now in the rural areas of our country, there are still poverty and the phenomenon ofpoverty due to illness, in order to alleviate this problem, the new rural cooperativemedical system from 2003 began to implement. In this paper, combined with thehistory and development of the traditional rural cooperative medical care system, ofwhich exist at present in the new rural cooperative medical financing, collectionmechanism is not reasonable, publicity is not in place of were in-depth understanding,to enable the system to provide farmers with better effect, and puts forward thescientific and reasonable financing, collection mechanism, strengthen the propagandaof these proposals.
