It is a basic system of land utilization and the most main source and guarantee of construction land. Because the present land requisition system formed in planned economy times, along with the establishment of socialist market economy system, the system environment on which the land requisition system relies for existence has already changed, which makes the land requisition system meet a series of new questions, the un-expediency and lagging are gradually obvious. This article analyzes the characteristics and existing problems of the current land requisition. The writer thinks that the land requisition should adhere to six basic principles, which has important significance to carry out basic land national policy, protect cultivated land forcedly, control the blind expansion of urban construction and realize sustainable use of land resource.
