我国社会救助制度面临的问题及发展对策-社会救助论文-社会学论文 ——文章均为WORD文档，下载后可直接编辑使用亦可打印——　　摘要：虽然我国已建立了社会救助的制度框架， 但仍存在许多问题， 主要包括：社会救助的理念尚未完全确立， 社会救助制度碎片化， 缺乏社会救助对象和待遇水平的明确标准， 基本制度不健全。从国外经验看， 社会救助具有以下特点和趋势：社会救助制度作为应对贫困、促进社会公平的制度普遍受到重视， 社会救助制度具有维护底线公平的特征， 越来越强调国家救助和个人发展的结合， 中央和地方政府合理分工、相互配合， 救助体系日益复杂， 法律体系趋于完善。我国应当根据本国实际和国外经验， 出台社会救助法， 确立科学合理的社会救助体系， 贯彻城乡一体化、救助与发展相结合的原则， 完善社会救助的基本制度， 以法治方式织牢保障困难居民基本生活的安全网。　　　　关键词：社会救助； 社会救助法； 低保； 医疗救助； 临时救助；　　 　　Social Assistance System in China:Problems, Trend and Legal Improvement　　　　Abstract:Although China has established the legal framework of social assistance, there are still some problems.The problems include the lack of the widely accepted concepts of social assistance, fragmentation in the social assistance system, lack of clear standards for the targets and benefit level of social assistance and, the imperfection of basic rules.In terms of international practice, there are the following features and trends in social assistance system.Social assistance system as a countermeasure for anti-poverty has been paid increasingly more importance;one of the objectives of social assistance is to pursue the bottom-line fairness;more emphasis has been placed on the combination of state assistance and individual development;central and local governments have different roles and cooperate with each other in social assistance;the programs of social assistance are more and more complex and the related laws and regulations are more sound.In light of the above and Chinas practice, the Social Assistance Law should be enacted as soon as possible which should establish the reasonable structure of social assistance, implement the principles of the integration of urban and rural areas and the combination of state assistance and individual development, so as to improve the basic system of social assistance and establish the safety network for poor people through rule of law.　　　　Keyword:Social Assistance; Social Assistance Law; Minimum Living Guarantee Program; M
