Vertical management is a law enforcement system currently being implemented in the implementation of environmental protection in China， and it is also a direction of system reform for current environmental management. This article mainly analyzes the problems existing in the implementation of vertical management in environmental monitoring and proposes several reform measures in accordance with these issues. It is hoped that this study will allow vertical management to be better implemented in the current environmental protection monitoring work， and timely rectification of domestic environmental pollution.
