PAGE 12 摘 要 近几年来，国家十分重视战略资源，特别是对用户人民生活所需的战略资源提出了资源保护的政策。天然橡胶作为一种战略性物资在人们的生活中是不可或缺的，天然橡胶广泛应用于制造业之中，如鞋子制造，电线橡胶材料，橡胶制品等等。随着人们对资源需求的与日俱增，橡胶材料的自然供应已经不能满足人们的需求。同时在合成橡胶的方面又缺乏更好的方式，导致橡胶材料的供应经常出现供不应求的状况出现。而海南省作为国内的旅游胜地，是橡胶生产制造的主要地区，海南省作为橡胶生产的地区，对国家战略资源的发展具有重要意义。把海南发展为旅游区域的同时，加强相关产业和资源的整合，在海南建设橡胶研发基地和生产工厂有利于把海南打造成为资源强区，旅游强区的旅游岛，从而吸引更多的人到海南进行投资发展。 本论文通过对国内外橡胶加工业及国内外政策环境改变的分析，然后根据海南本地实际情况及其相工橡胶加工业过程中存在的问题，例如生产效率低，出口产地少且出口品牌效应差，橡胶加工业企业销售模式单一和出口贸易存在贸易壁垒，针对这些问题提出了加大科研力度提高生产效率，扩大种植产地培育领导品牌，拓宽销售渠道经营自主品牌和预防绿色贸易壁垒冲击，希望海南橡胶加工业能明确发展战略。 关键词：海南省 橡胶加工业 生产效率 ABSTRACT In recent years, the state attaches great importance to strategic resources, especially put forward the policy of resource protection for the strategic resources that users need for their lives.
