PAGE PAGE 28 城市社区信息化管理的研究 ——以温州市智慧城管系统为例 摘要：在我们的工作与生活中，信息化的时代悄无声息地向我们靠近，政治、文化、经济和生活都充满了信息化的气息，信息化的影子正不断的扩大，笼罩着全社会。相比起传统的社区管理方式，摆脱“一纸一笔”的工作手段，进行社区信息化管理是顺应时代发展的必然选择，社区作为政府部门的下属机构，作为城市的“细胞”，城市社区的管理方式只有不断的改变和创新，才能逐渐的壮大。“智慧城市”这一概念的提出和应用，由于它是城市社区信息化时代下的产物，它使社区信息化管理又向前迈进了一步，也将政府对城市的管理提上了一个新高度。 本文通过以对温州市智慧城管系统的分析为例，来探讨社区信息化管理的丰富内涵与重要意义，发现社区管理信息化推动了城市信息化、社会信息化，有效的整合了部门之间的信息，通过信息共享和流动的方式，一定程度上削弱了“信息孤岛”现象，让城市管理更加专业化，并提高了城市的管理效率，另外建设复合型公开化的社区门户网站，使政府政务透明化，促进公民参与城市管理，与此同时也提升了政府在整个社会群众、媒体和政府内部的公信力度，通过研究还对社区信息化管理过程中出现的激励机制问题、监督机制问题等其他问题进行了分析，并尝试性的提出了解决问题的对策和建议等。 关键词：社区；社区信息化；管理 Urban Community Informatization Management: By the example of Wenzhou Smart City Administration system Abstract: In our work and life, the informatization era quietly toward to us, political, cultural, economic, and life is all full of the breath of informatization, the shadow of informatization is expanding constantly and enveloped in the whole society .Compared to the traditional community management, get rid of a piece of paper and a pen work means to carry out community informatization management is the inevitable choice to follow the development of the times, the community as a government department, as the citys “Cell”， management of urban communities only constantly change and innovate, in order to gradually grow and develop.
