PAGE PAGE 19 城市中小学突发事件应急预案研究 摘要：近年来，我国城市中小学突发事件频繁发生，如“新疆克拉玛依特大火灾学生伤害事故”、“内蒙古古丰镇二中坍塌事件”、“三河市第二中学学生中毒事件”、“沁源县第二中学学生被撞事故”等。这些校园突发事件对学校和学生造成了极大的损失，社会也引起了很大的舆论。一次次重大灾难降临在无辜的学生头上，这不仅引起了广大社会和政府的重视，也引起了国内外研究学者的重视。随着我国经济水平和教育水平的不断提升，许多学校进行了扩招，学生数量变得越来越多，然而学校的安全基础设施并未见得有所改善，再加上社会上许多不确定因数，近年来使得中小学突发性事件发生的概率有所升高。因此建立设计完善的中小学应急预案，从事件的预防、响应、恢复、善后等多方面进行有效的管理。树立“防范于未然”的理念体系，布置具有针对性的应对策略，从而有效的保证了师生的生命财产安全，维持学校的教学秩序，使社会安定和谐。 关键词：中小学危机事件应对预案应对策略 City of emergency preplan research of primary and secondary schools Abstract: In recent years, primary and secondary schools emergencies occurred frequently in our country, such as the xinjiang kelamayi extra-large fire student injury accident, ancient xinfeng 2 collapse in Inner Mongolia, the second middle school students sanhe poisoning incident, qinyuan county second middle school students were collision accident, etc. The campus incident caused great damage to schools and students and society have caused a lot of public opinion. With the improving of the our country economy level and the level of education, many schools in the enrollment expansion, the number of students is becoming more and more, but the school security infrastructure has not necessarily improved, many uncertain factors, coupled with the society in recent years the probability of accidental events makes elementary and middle schools was increased. And the design perfect contingency plans for primary and secondary schools, from incident prevention, response and recovery, carries on the effective management and other aspects. Set up the idea of prevention system, the arrangement of the coping strategies targeted, so as to effectively guarantee the teachers and students life and property security, to maintain the schools teaching order, make the social stability and harmony.
