PAGE PAGE 21 FDI技术溢出对制造业自主创新能力的影响分析 -以浙江省为例 摘要：随着改革开放的不断深入，FDI已经成为了推动我国经济增长的重要力量，而且FDI和自主创新之间的关系同时也成为国内学者争论的焦点，如所谓的“抑制论”、“促进论”及“双刃剑理论”，但是对于行业和企业层面的作用到底如何呢？因此，本文利用1990~2013年浙江省的制造业发明专利数、科技人员数、科研经费以及FDI，构建VAR模型，对浙江省FDI技术溢出效应进行分析，研究结果表明：FDI在浙江省制造业企业中存在负向溢出效应，其对浙江省制造业企业自主创新能力的提升无明显的推动作用。并在此基础上，提出浙江省首先在吸引外资上应该逐渐转变引资的思维，从对外资数量的关注转移到对外资质量上来。其次，调整外商投资的来源国结构，尤其是要吸引更多发达国家的跨国公司的投资。然后引进外资应该注意将利用外资与产业结构调整相结合，利用产业分工，加强产业间的联系，把外商投资引入到关联性强，带动性大的行业，通过联系效应提升技术溢出效应。从而有效借助FDI的力量，提升浙江省制造业自主创新能力。 关键词：FDI；技术溢出效应；自主创新 An Analysis of the Effect of FDI Technology Spillover on the Capacity for Independent Innovation of Manufacturing Industry —take the situation in ZHENGJIANG province as an example Abstract: With the deepening of the reform and opening up, FDI has become an important power to boost China’s economy, and at the same time the relationship between FDI and independent innovation also becomes the focus of debates among domestic scholars, such as the so-called inhibition theory, promotion theory and double-edged sword theory . But what are its real effects on the industry and related enterprises? Therefore, this paper, according to FDI, the patents number, the number of scientific and technological workers, and the scientific research funds in the manufacturing industry in Zhejiang province from 1990 to 2013, has constructed the VAR model to analyze the phenomenon of the FDI technology spillover in Zhejiang province, which indicates the existence of reversed FDI technology spillover among Zhejiang province’s manufacturing enterprises, and that it claims no obvious part in promoting the independent innovation capability of the manufacturing enterprises in Zhejiang province. And on this basis, this article puts forward following suggestions. First, in attracting foreign investment Zhejiang should try a different way of thinking to shift its focus from the amount of foreign capital onto the quality of it.
