PAGE PAGE 20 从社区建设角度研究如何更好地创建和谐社区 ——以海宁西山社区为例 摘要：社区作为一个城市最基层的组成单位，社区的建设发展，不仅仅对社会经济政治的发展有促进作用，更对建设全面小康有着重要的意义。社区建设的好与坏，对于社会的平稳发展有着密不可分的关系，社区和谐直接影响社会和谐。社区和谐更是社会和谐的重要保证。本文以海宁西山社区为例，结合社区建设与管理与社区治理理论，分析其社区建设的现状以及着力点、落脚点与出发点，说明其为了创建和谐社区而进行了具有针对性的社区建设活动。探究如何从社区建设角度来创建和谐社区。总结出该社区为创建和谐社区所做出的努力，它始终坚持把提高居民幸福指数作为起点，要不断夯实社区基础建设，整合资源加强社区建设，同时推进社区自治也是改革和发展需要，是构建和谐社会的基本需要，是打造一个和谐社区的重要途径，也是构建社会主义和谐社会的现实需要。该社区也存在一些社区基础设施落后，社区管理团队人才缺失，社区建设资金缺乏，以及社区内老年人，困难户较多的问题。对此，本文提出了的建议措施有：一、不断完善社区基础设施的供给，建立有效的保养维护机制，二、大力培养优秀的社区工作者，不断提高其社区工作能力，三、拓展资金渠道以及构筑政策保障体系，关心老人及困难户的生活情况。 关键词：和谐社区；社区建设；社区治理 From the perspective of community building how to better create a harmonious community ——A Case Study in Haining Xishan community Abstract: Community as a constituent unit of the citys most basic level, construction and development of the community,not only has a promoting effect on the development of social economic and political, more on building the overall well has important significance.Community building is good or bad, for the steady development of society has a close relationship, communal harmony directly affect social harmony.Communal harmony is an important guarantee for social harmony.In this paper, taking Haining Xishan community as an example,combined with community building and community governance and management theory,analysis of the current situation of the construction of community as well as the focus, the foothold and starting point,instructions in order to create a harmony targeted communities and community building activities.From the perspective of community building to explore how to create a harmonious community.Summed up the efforts of the community to create a harmonious community made,it always adhere to improve residents happiness index as a starting point,to strengthen community infrastructure,integration of resources to enhance community building,while also promoting community autonomy reform and development needs,constructing harmonious societys basic needs, to create a
