PAGE PAGE 18 地方政府廉政创新的特征、动因与绩效 ——基于《反腐败导刊》廉政创新报道（2002-2014）的研究 摘要：21世纪以来，地方政府在中央政府和社会强烈的反腐诉求下纷纷开展了廉政创新，并且取得了一定的成效。本文删选和整理了《反腐败导刊》创办以来报道的138个创新案例，采用多案例文本分析法对浙江省地方政府廉政创新的特征、动因和绩效进行了研究和分析。发现内在动力和外在压力是浙江省地方政府廉政创新的主要动因；行政层级上，地市级和区县级的创新最多；制度建设和工作方式层面的创新数目遥遥领先，关于预防和监督的创新最多；浙江省地方政府廉政创新提高了地方政府的绩效，但依然存在明显的不足，仍需要地方政府更加重视和不断推进廉政创新工作。 关键词：地方政府政府创新廉政创新 The characteristics, motivation and performance of the anti-corruption innovation of the local government --The studies based on anti-corruption innovation reports(2002-2014)in Anti-Corruption Guide Abstract: Since the 21st century,under the strong anti-corruption demands of the central government and society, local government have launched anti-corruption innovation, and achieved certain results. In this paper, the author screened and sorted 138 cases of innovative from Anti-Corruption Guide, used multi-case text analysis to research and analysis characteristics, motivation and performance of the anti-corruption innovation of the local government in Zhejiang. It finds that the main drivers for Zhejiang local government anti-corruption innovation are internal motivation and external pressure. In terms of administrative hierarchy, The largest number of innovation is in the prefecture-level cities and county-level cities. The aspects of system construction and workings are ahead of others，and the largest number of innovation is about prevention and supervision. Local government anti-corruption innovation in Zhejiang has improved the performance of local government, but it still has some significant deficiencies. Therefore, local government should pay more attention to anti-corruption innovation and continue to promote it. Keywords: Local Government；Government innovation；Anti-corruption innovation 一、引言 在全球化的今天，无论是在资本主义国家还是在社会主义国家，都存在着腐败现象，虽然腐败很难被彻底消灭，但必须将其控制在公众能接受的范围内，否则就会危及政府的权威和公信力，败坏社会风气，致使整个社会经济政治制度崩溃。20世纪90年代以来，由于经济新旧体制交换和市场化，我国出现了新的腐败问题，政府为反腐倡廉做了不懈的努力，党和国家制定了一系列廉政建设和惩治预防腐败的法律法规，为反腐败提供了坚实的法律保障。尤其在党的十五大后，党明确了标本兼治、综合治理的反腐思路，实施了
