PAGE PAGE 18 地方政府决策过程中的公众参与 ——以杭州“5.10”事件为例 摘要：近年来，地方政府决策问题日益成为社会各界关注的焦点，尤其是那些涉及到公众切身利益的政府决策，公众通过不同渠道和方式介入政府决策事项来表达自己的利益诉求，公众参与也日渐成为推进地方政府决策科学化、民主化和法治化的重要途径。本文以杭州“5.10”事件为例，结合协商民主理论，从公众参与形式化、参与主体缺失错位到参与程度偏低和参与形式单一四个方面对案例进行了剖析，进一步提出转变政府决策理念规范公众参与目的，完善相关规章制度明确公众参与主体，将公众参与渗透至决策全过程加大公众参与程度，开通多元化的公众参与渠道丰富参与形式，以此来提高地方政府决策的合法化、民主化和科学化。 关键词：地方政府公共决策公众参与问题 Analysis of the problems involved in the decision-making process of local government in the public-for Hangzhou 5.10 incident Abstract: In recent years, the problem of local government decision-making is increasingly becoming the focus of attention of the community, especially those related to the vital interests of the public, government decision-making, the public through different channels and ways of government intervention decisions to express their interest demands, public participation has become an important way to promote local government scientific decision-making, democratization and legalization.
