PAGE PAGE 16 新农村建设中农村老年人协会的作用研究分析 ——以丽水市仙渡乡老年协会为例 摘要：老年人协会是农村居民在长期的生产生活实践中产生的，其扎根于老百姓的普通生活，反映最底层普通民众的愿望、诉求和利益，在社会主义新农村建设中发挥着重要作用。老年人协会不仅有助于维护老年人合法权益，增进老年人福祉，还能促进村庄治理实现善治，并且积极地传承地方传统文化和习俗。但其在成立和发展过程中，受内外部条件制约，存在一些阻碍其健康发展的因素。因此，本文以仙渡乡老年人协会为研究对象，进行了调查研究，分析了协会存在的问题及其成因，有针对性地提出加大资金筹措、建立制度保障和加强监管三方面措施，希望能够为老年协会健康发展提供有益的参考，推动老年协会在新农村建设中更好地发挥功效。 关键词：人口老龄化老年人协会村庄治理新农村建设 Analysis on the role of the rural elderly association in new rural construction -- Xian Du elder association in Lishui as an example Abstract: The elderly association of rural residents is deeply rooted in peoples daily life in the long-term production and life practice,plays an important role in the construction of new countryside by reflecting the bottom of the aspirations of ordinary people, aspirations and interests.The elderly association not only helps to protect the legal rights and profits of the elderly, improve the well-being of elderly people, but also promote the village to achieve good governance, and actively inherit the local traditional culture and customs. But in the establishment and development process, restricted by external conditions, there are some problems to the healthy development of the factors. Therefore, the Xian Du Xiang elderly association as the research object, has conducted the investigation and study, analysis of the association of the problems and causes, put forward the improvement measures ,including increase the financing, establish the guarantee system and measures to strengthen supervision etc, hoping to provide a useful reference for the healthy development of the association, to promote the elderly association work better in the construction of new countryside.
